While at Clark, you will receive support from the RAO / Military Assistance Group. We are located at the Clark International Airport, Clark Field, Pampanga, Philippines. The RAO / Military Assistance Group is available to assist all branches of the United State Military, active duty, dependents and retiree. We will assist the flight crews with the needs of their aircraft and flight crew requirements, then offer assistance to passengers and Space-A travelers on arrival and departure in that order.
This information, and the service described within are offered to all
U.S. military personnel arriving at Clark International Airport, Philippines.
The RAO/ Military Assistance Office is part of the U.S. Military
RAO office, Balibago, Angeles City, Philippines.

The following information should help you with your stay in the Philippines.
Aircraft Needs and Airport Coordination
Upon you arrival at Clark International Airport, you should contacted
by one of our representatives. If not, have operations or the Aircraft
Marshaller contact us, he will assist you in arranging for any Aircraft
needs you may have (fuel, support equipment, security or use of airport
facilities). After you are ready to leave your aircraft, arrangement
will be made for your lodging and transportation requirements. These
can be for either local or long distance transportation. Assistance
with filling of flight plans and coordination with airport management and
related organizations is part of the assistance given. Fueling is
provided on a 24 Hr basis at Clark. They can be contacted through our office
24 hrs a day. Advance notification to the RAO / Military
Assistance Group of scheduled aircraft arrival will help to ensure all
requirements are arranged.
Medical Care
Medical care while in the Clark area will be provided by the AUF
Medical Center in Angeles City. This hospital is located approximately
10 minutes from the International Airport. The hospital is TRICARE
STANDARD/CHAMPUS participating. For active duty members arrangements have
been made to bill your home base. Retirees and their dependents who are
CHAMPUS authorized, will be responsible for 25% of the total bill.
Out patient care payment will be your responsibility and you can file own
CHAMPUS claim form for reimbursement. There are many fine doctors
in the Clark area and some of these were employed at the former U.S.A.F.
Regional Medical Center at Clark Air base. remember to always
carry your I.D. card or a Xerox copy of the front and back when going to
the hospital. If you need medical care or go to the hospital, contact
one of our representative ASAP.
FPO Service TDY Personnel
The RAO can provide “Letter Support”; however, we cannot handle packages.
If the Commander desires additional FPO support, this can be arranged;
however, transportation cost will be at the expense of the requesting unit.
Hotel Accommodations
The hotel list that is maintained by the representatives is based on
the per/dium rate for the Clark area. These hotels are all of high
quality. The hotels in the Clark Area are used to serving the needs
of U.S. Servicemen and their dependents. some hotels are selected
for their ability to handle large group that may have to be lodged in the
same facility. the choice of a hotel is mainly up to the individual,
except when the group commander or aircraft commander asks us differently.
Let us known the name of the hotel you want and we will arrange the room
and call their transportation to pick you up at the terminal. A list
of recommended hotels and their # of rooms is attached.
Transportation
Transportation needs can be met by variety of local transportation
companies. These includes cars and vans. They are available with or without
drivers. We maintain contact with many of these Rental Agencies and have
found them reliable. Recommend you hire with a driver.
Security
While in the Clark area and traveling to other parts of the Philippines,
always keep personal security in mind. Stay away from dark streets
and areas. Do not travel alone, being in a group is always advisable.
Use public transportation as little as possible. Tryke’s, the local 3 wheeled
public transportation, are not advisable at all. If using Jitneys,
always use one with other passengers aboard. If you find yourself
or one of your companions in trouble with local authorities, contact one
of the RAO Representatives immediately or call your hotel desk who
will get in touch with us. The Clark area is considered a safe place
with a large American population. Gambling: Not recommended; however, there
is a Casino on Clark and MacArthur highway, Balibago, Angeles City. Do
not gamble with private individuals.
United States Embassy
The United States Embassy is located in Manila. It is about 2
to 3 hours away from Clark. Jim Boyd of the RAO in Balibago, Angeles City
is the local Embassy Area Warden. He will be able to answer
many of your question on the services provided by the Embassy. many
times he can save you a trip down to manila By assisting you at his local
office. JUSMAG Philippine/DAO is located at the Embassy and can be
reached through the Embassy operator at Tel # (63-2) 523-1001.
Immigrations and Customs
You must have a current passport to enter this country. .Everyone
is required by Philippine law to pass through Immigrations and Customs.
All Aircraft are subject to Customs check. This will be done upon
landing. Procedures have been put in place through coordination with
Philippine Immigrations and the RAO/ Military Assistance Group
to speed the processing of flight crews. all other passenger must
process normally. When leaving, all passenger ( except flight crew)
will be required to process out through the terminal facilities and
clear outgoing Customs. Security and Immigrations. Outgoing passengers
(except flight crews) will be responsible for paying a terminal fee.
Personal Health Care
It is advisable for all people coming to the Philippines to drink only
bottled water. It is available in the all hotels, restaurants, stores
and most entertainment clubs. It is mandatory for all U.S.
Military members to refrain from purchasing medicine while here, contact
one of the representatives for advice on finding a qualified doctor.
If you are currently taking medicine, be sure to carry prescription
with you when you travel.
Military Assistance
While in the Philippines, you may find that you have encountered a
problem concerning you pay, DEERS enrollment, or I.D. problems. Most
of these problems can be easily handled by contacting the RAO in Balibago,
Angeles City. Most problems that could be handled at your home base
can be handled here at the RAO.
FINANCIAL
There are many ways to get access to your money in the Philippines.
Credit card advances, ATM card machines and personal check cashing are
available in the Clark area. Most hotels will give, cash advance
on your credit card for registered guests. The local V.F.W. will give assistance
in cashing personal checks for military members. The RAO representatives
can recommend places to exchange your dollars for Philippine pesos that
give an honest and fair exchange rate. Most hotels give about one peso
to the dollar short of the current rate. Remember, the Philippine economy
makes this a great country to spend money in. Come prepared, but if coming
as a passenger, not a crew member, you should reserve enough money to purchase
a ticket back home if you are unable to secure a military ride.
Attached list will show the location of local ATM machine and the type
of cards taken along with recommended exchange facilities.
Shopping
If you enjoy shopping, the Philippines can be the place for it.
The exchange rate to the U.S. dollars makes the purchase of most goods
a real bargain. The best way to shop is to get out to the local shopping
areas and look around, compare quality and variety, and bargain for the
best price. Remember it is better to use the local currency for shopping,
do not purchase your items using U.S. dollars. Attached list
will show some shopping areas and recommended stores.
Military Service Organizations
There are many military service organization in the Clark are.
They welcome active duty members to use their facilities. Many questions
on the area can be answered at these places. There are two American legion
Post, Fleet Reserve, a V.F.W. and other military related organizations.
These organization serve excellent food and are highly recommended.
Contact the RAO representative for locations and operating times.
These are good places to sit and talk to members of the local American
community.
